The XML Archives contain raw data. The archives are intended for use by users who have a great deal of experience with procurement data, XML technology, and large volumes of data. Use of the archive data without a complete understanding of the business processes, rules and regulations, and system information increases the risk of flawed analysis.

Important Note: All XML archive files are stored in a compressed zip file format. We recommend users of the XML archives files use the WinRar utility to decompress the XML file archives. If you do not have this recommended utility, you can download the utility from: http://www.win-rar.com/download.html.

The archive contains procurement data as well as additional NASA data (for example, financial assistance actions). The NASA data is not available through standard reports in FPDS-NG.

Individuals using archive data agree by virtue of downloading this information that they will not misrepresent the data provided. Misrepresentation of the data includes both intentional and accidental omission of rules, processes, exclusions or other guidance that is used to generate legitimate information. A few examples of misrepresenting data include creating a report that purports to show socio-economic information but which contains none of the requisite Small Business Administration rules and exclusions or identifying a vendor as being small or large without benefit of the business process and rules regading size deterimination, vendor representations, vendor certifications, etc.

Upcoming Refresh Schedule

The Fiscal Year 2012 and 2011 XML Archives will be refreshed by last friday of every quarter.Click Here for detail dates.The Legacy data (Fiscal Year 2004 – 2010) is refreshed yearly and next refresh is scheduled for November 2012 in Version 1.4 format. Issmallbusiness Flag Information:

This file is being provided consistent with the settlement of American Small Business League v. Martha N. Johnson, in Her Capacity as Administrator of the General Services Administration, and the The General Services Administration, Case No. C 10-00986 WHA, which specified the parameters of the information described below, and the fact that this disclaimer statement regarding the quality and accuracy of the isSmallBusiness data element would be provided.
This file contains information entered into FPDS for fiscal years 2005-2009 as of December 10, 2010, and contains the isSmallBusiness flag, which was a data element in the Central Contractor Registry (CCR). At the time, CCR allowed vendors to mark this field to say whether they were a small business as part of the CCR registration process but this flag was NEVER used by the Contracting Officer to determine whether a business was small or not in conjunction with a specific federal procurement contract. Vendors have always been required to state whether they are a small business or not in the Federal Acquisition Regulation Clause, 52.219-1. Vendors represent their size as small or other than small in this clause based on the North American Industry Classification System (NAICS) identified by the Government for each solicitation. Size standards in relation to NAICS codes are determined by the Small Business Administration based on company’s annual revenue and number of employees.The information provided in this provision is what informs a contracting officer’s determination as to whether a company is small or other than small for a given procurement. The isSmallBusiness flag was never part of this determination, it does not nor has it ever, reflected whether the Government identified a company as a small business or not, nor whether small business credit was given to an agency. Alternatively, the Contracting Officer’s Size Determination field does reflect whether the Contracting Officer determined a company was small or other than small for a given procurement.It is the Contracting Officer’s Size Determination field that has always been used to calculate how many awards were made to small businesses. This file was posted to the FPDS on January 14, 2011, and will be removed January 14, 2014.
